The "23 jewels" refers to the 23 possible winning hands: ten straight flush jewel possibilities  and 13 four-of-a-kind possibilities. Each jewel is tied to a progressive jackpot that is updated daily at opening, and there is no hand to beat in order to win the jewel value.
